In what circumstances would 'Management by objectives' (MBO) be an effective tool for management?

I am currently running a small business and i am searching for management ideas for a small workforce. I am considering Management by objectives but i am unsure whether it is effective.


MBO can be a very effective motivational tool. However, the established goals must be clearly defined and challenging yet attainable. Also MBO will not work if the goals are often changed.
